As we conclude development of the Fiscal Year (FY) 2012-2016 budget, we have now completed the third and final stage of deploying and launching a new strategic framework for DHS and the nation’s homeland security enterprise. With the Hamilton County Local Emergency Planning Committee, I have had the privilege of working with Mandy on the 2012 Functional Exercise, involving the Emergency Operations Center. This exercise was extremely complex, as it dovetailed into the larger multi-operational period Functional Exercise involving the other county Emergency Operation Centers within my region and the State Emergency Operations Center. She did a masterful job of applying the ideas from the design team into exercise products. She and her team were of great assistance during the implementation of the exercise as well. I am looking forward to working with Mandy and her team in the future.

Thank you for all of the valuable guidance and support provided by ARMADA through the negotiation period and, in particular, with your help in preparing for a potential work stoppage.
