He began his law enforcement career as a Deputy Sheriff for the Mahoning County Sheriff’s Department in Youngstown, Ohio where he achieved the rank of Detective Sergeant and was recognized by the Youngstown/Mahoning County Crime Clinic for outstanding criminal investigations. Most recently he completed a 30 year career as the Assistant Superintendent of the Ohio State Highway Patrol, an internationally accredited agency of nearly 2,700 employees.

Krista Slanker Houk has over 10 years of experience in Emergency Management, developing training and exercise programs for both large metropolitan areas as well as smaller, more rural jurisdictions. As the Emergency Services Manager for the Division of Emergency Services, San Francisco Department of Emergency Management, she supervised the day to day operations for eleven staff and managed all projects and programs related to the Division and the city’s training and exercise program. As the Director of the Madison County (Ohio) Emergency Management Agency, Ms. Houk implemented a comprehensive training and exercise program in the county by forming a team to identify training needs in the county, track and report NIMS requirements and host training and exercises to meet county needs.
