Mr. Alverson serves as ARMADA's subject matter expert in the field of Public Information and Crisis Communications. Mr. Alverson brings over 25 years of experience as a Public Affairs Specialist with the United States Attorney's Office.

Edward G. Buikema, Senior Associate  

Mr. Buikema served as Regional Director/Administrator for FEMA Region V and Director of the Department of Homeland Security's Region V. He was Commander and Director of the Emergency Management Division of the Michigan State Police and served as Commander of the Grand Haven, Michigan State Police Post.

Vern Chenevey, Senior Associate  

Vern Chenevey brings over 40 years of military, law enforcement and training experience.

Tim Creedon, Senior Associate  

Mr. Creedon retired from the Federal Bureau of Investigation. His 24-year career as a FBI Special Agent allowed him to serve in three different states where he gained a wide range of investigative experiences.

Barbara Farr, Senior Associate  

30 years of demonstrated leadership experience developing partnerships in the emergency management arena at the local, state, national and international levels. Former Director of the Vermont Emergency Management (VEM)

Michael Finamore, Director of Operations  

Mr. Finamore brings 35 years of local and state law enforcement experience to the ARMADA staff. He began his law enforcement career as a Deputy Sheriff for the Mahoning County Sheriff’s Department in Youngstown, Ohio where he achieved the rank of Detective Sergeant and was recognized by the Youngstown/Mahoning County Crime Clinic for outstanding criminal investigations. Most recently he completed a 30 year career as the Assistant Superintendent of the Ohio State Highway Patrol, an internationally accredited agency of nearly 2,700 employees.

Lee Foster, Director, Preparedness Programs  

Mr. Lee Foster has over 10 years of experience in program policy, development and implementation. His background includes a combination of emergency management, judicial system and investigative experience as well as completion of Masters level coursework in Criminal Justice, specializing in Homeland Security Administration.

Mandy Gardner, Operations and Project Support Specialist  

Ms. Amanda Gardner has 5 years of business operations and project coordination experience. Ms. Gardner plays an intricate role in managing the logistics, tasks, deliverables, staff and budgets for numerous projects. Ms. Gardner provides direct support on homeland security strategic planning,security threat & vulnerability assessments, capability assessments, gap analysis and exercise design, development and evaluation related projects.

Michael Kenel, Senior Associate  

Over 25 years of experience as a risk management consultant, homeland security specialist and trainer. Provides solutions related to the strategic, operational, and technical procedures supporting regional catastrophic planning, continuity planning, and critical infrastructure protection.

Clarke Kiner, Senior Associate  

Over 30 years of law enforcement experience including a 30 year career with the Ohio State Highway Patrol where he rose through the ranks to Columbus District Commander. Also served as Ohio State Highway Patrol Inspecting Officer and Post Commander.

Bill Lixey, Senior Associate  

Retired from the United States Army after 26 years of service. For the past 13 years he has supported the Emergency Management & Homeland Security Division, Michigan State Police and other state and federal agencies in the areas of Capability Assessments, Strategic Planning and Training and Exercises.

Keith Markley, Senior Associate  

30 years of emergency management, training and stakeholder outreach experience. Former Richland County Emergency Management Agency (EMA) Director and Madison Township Fire Chief. Currently DHS/FEMA Disaster Survivor Assistance Specialist.

Steve Martin, Senior Associate  

Steve Martin was Franklin County’s 51st Sheriff, sworn into office on June 2, 2011, and is currently a Senior Consultant with ARMADA. As Franklin County Sheriff, Mr. Martin oversaw a $94,000,000 budget and nearly 1,000 employees.

James McGee, Senior Associate  

Over 25 years of experience addressing international security issues, counterterrorism investigations, crisis management, critical infrastructure protection/risk assessments, and homeland security initiatives. 21 years of those years serving as a Special Agent with the FBI, 6 assigned to the FBI’s Hostage Rescue Team (HRT). Author of Phase Line Green – The FCI Talladega Hostage Rescue.

Tim McVey, Senior Associate  

Mr. McVey brings over 25 years of Law Enforcement and Emergency Management expertise. As a Master Exercise Practitioner (MEP), Mr. McVey is considered an expert in exercise program management.

Gary Miller, CEM, Senior Associate  

Served as Director of Disaster Services for the 25 county Cincinnati Area Chapter / Region of the American Red Cross. Served the American National Red Cross as the Senior Director for Major Disaster Operations, Serves on the team that represents the Red Cross at the Homeland Security Emergency Operations Center in Washington, DC.

Joshua Rock, Manager, Protection Programs  

Mr. Joshua Rock has over 14 years of experience in various security related fields. He is a skillful security specialist and leader with extensive capabilities gained through time served in the U.S. Army and as a government contractor working in theaters of operation comprising of Afghanistan, Pakistan, Oman, Kuwait, Iraq, and Jordan.

Dale Shipley, VP, Emergency Management & Homeland Security  

Mr. Shipley served Ohio Governors Celeste, Voinovich, and Taft as Emergency Management Agency Director and was appointed Director, FEMA Region V, by President Clinton. During these appointments, in addition to traditional disaster response and recovery activities, he developed significant new mitigation staff, increased communication and warning infrastructure, constructed a state-of-the-art Emergency Operations Center for Ohio, held positions as President and Legislative Committee Chairman for the National Emergency Management Association, and developed the first Capabilities and Needs Assessment, Critical Infrastructure List, and Strategy for Ohio Homeland Security.

Harry Trombitas, Senior Associate  

36 Years of Law Enforcement experience, including 29 years with the Federal Bureau of Investigation. Created information-sharing networks between law enforcement and private sectors, targeting Violent Crime, Crimes against Children, Cyber Crime, Financial Institution Crime, and Homeland Security Issues.
