Tom Foos

President

Tom Foos has 28 years of military, public administration and corporate security experience. During his last 28 years in the industry, he has held a number of senior management positions within state government and has extensive experience in business management, leadership, military operations and business development.


Jeff Podracky

Chief Operating Officer

Jeff Podracky has 25 years of experience in the areas of business operations, program development, security threat and vulnerability assessments, workplace violence prevention, business investigations, executive protection and critical incident management planning.

Lee Foster

Director, Preparedness Programs

Lee Foster has over 14 years of experience in program policy, development and implementation. His background includes a combination of emergency management, judicial system and investigative experience as well as completion of Masters level coursework in Criminal Justice, specializing in Homeland Security Administration.


Joshua Rock

Director, Protection Programs

Joshua Rock has over 19 years of experience in various security related fields. He is a skilled security specialist and leader with extensive capabilities gained through his time serving in the U.S. Army and as a government contractor working in theaters of operation comprising of Afghanistan, Pakistan, Oman, Kuwait, Iraq, and Jordan.


Michael Finamore

Director, Operations

Michael Finamore brings 35 years of local and state law enforcement experience to the ARMADA executive leadership team. He began his law enforcement career as a Deputy Sheriff for the Mahoning County Sheriff’s Department in Youngstown, Ohio where he quickly achieved the rank of Detective Sergeant and was recognized by the Youngstown/Mahoning County Crime Clinic for outstanding criminal investigations. Most recently he completed a 30 year career as the Assistant Superintendent of the Ohio State Highway Patrol, an internationally accredited agency of nearly 2,700 employees.


Clarke Kiner

Director, QC/QA

Clarke Kiner has over 30 years of law enforcement experience including a 30 year career with the Ohio State Highway Patrol where he rose through the ranks to Columbus District Commander.  He also served as Ohio State Highway Patrol Inspecting Officer and Post Commander.


Marilyn Podracky

Director, Administrative Services

Ms. Marilyn Podracky, with over 50 years of relevant experience in the administrative field is ARMADA's Director, Administrative Services. Ms. Podracky is responsible for all financial, accounting, vendor operations and administrative functions for ARMADA.
