Tom Foos has 28 years of military, public administration and corporate security experience. During his last 28 years in the industry, he has held a number of senior management positions within state government and has extensive experience in business management, leadership, military operations and business development.

Jeff Podracky

Chief Operating Officer

Jeff Podracky has 25 years of experience in the areas of business operations, program development, security threat and vulnerability assessments, workplace violence prevention, business investigations, executive protection and critical incident management planning.

Lee Foster

Vice President, Strategy & Development

Lee Foster has over 16 years of experience in program policy, development and implementation. His background includes a combination of emergency management, judicial system and investigative experience as well as completion of Masters level coursework in Criminal Justice, specializing in Homeland Security Administration.

Joshua Rock

Vice President, Security & Operations

Joshua Rock has over 19 years of experience in various security related fields. He is a skilled security specialist and leader with extensive capabilities gained through his time serving in the U.S. Army and as a government contractor working in theaters of operation comprising of Afghanistan, Pakistan, Oman, Kuwait, Iraq, and Jordan.

Marilyn Podracky

Director, Administrative Services

Ms. Marilyn Podracky, with over 50 years of relevant experience in the administrative field is ARMADA's Director, Administrative Services. Ms. Podracky is responsible for all financial, accounting, vendor operations and administrative functions for ARMADA.

Michael Finamore

Director, Operations

Michael Finamore brings 35 years of local and state law enforcement experience to the ARMADA executive leadership team. He began his law enforcement career as a Deputy Sheriff for the Mahoning County Sheriff’s Department in Youngstown, Ohio where he quickly achieved the rank of Detective Sergeant and was recognized by the Youngstown/Mahoning County Crime Clinic for outstanding criminal investigations. Most recently he completed a 30 year career as the Assistant Superintendent of the Ohio State Highway Patrol, an internationally accredited agency of nearly 2,700 employees.

Clarke Kiner

Director, QC/QA

Clarke Kiner has over 30 years of law enforcement experience including a 30 year career with the Ohio State Highway Patrol where he rose through the ranks to Columbus District Commander.  He also served as Ohio State Highway Patrol Inspecting Officer and Post Commander.

Adrina Wolf

Manager, Human Resources

Ms. Adrina Wolf has over 7 years of recruiting and human resources experience. Adrina’s background includes recruiting in sales, engineering, manufacturing, accounting, and now federal contracting. Ms. Wolf is responsible for all human resources and recruiting for ARMADA.

Larry Byrd

Director, Business Development

Mr. Larry L. Byrd is the Director, Business Development for ARMADA. In this role he is responsible for increasing the growth of the company. He achieves this mission by  reviewing and assessing opportunities that fit within ARMADA's Core Capabilities and Past Performance, with a significant focus on growth in the DoD market. He also establishes name recognition within the local area and nationwide, between ARMADA and other government contractors. His role requires him to focus on qualifying opportunities and team building, to include new areas of work that would allow ARMADA to expand and gain new experience. 

David Sayre

Manager, Training

Mr. Sayre joined the ARMADA team in the summer of 2021 as the Training Manager. In this position, his primary role is the administration of the ARMADA Training Academy’s SECURE Network – an online learning platform that provides mobile learning solutions for professionals serving in the areas of Security, Law Enforcement, Court, Universal Tactics, Resiliency, and Education. David works with subject matter experts to develop in-demand training concepts and topics into educationally sound online courses for the SECURE Network. David also assists the executive team with various ARMADA operations that fall within his areas of expertise. 

Oneika Loudon


Ms. Loudon honorably served in the US Army for 11 years. Upon returning home, she decided that even though she was no longer serving her country, that she would use her knowledge, and niche for finding things into something amazingly awesome, and became a recruiter.
